Phelps County Jail, also identified as the Phelps County Detention Center, is a county jail, local correctional facility, and ICE contract detention facility in Rolla, Missouri. Michael P. “Mike” Kirn is the Phelps County Sheriff.
Phelps County’s two correctional facilities have a combined capacity of up to 243 prisoners. Confirmed populations include pretrial detainees, sentenced general-population inmates, Missouri Department of Corrections state-bed holds, and federal detainees held for ICE or the U.S. Marshals Service.

Posting Bond at Phelps County Jail

Online inmate deposits are available through JailATM.com. Telephone deposits can be made by calling 1-866-933-6386, and a financial kiosk is located in the jail lobby at 500 W. 2nd Street in Rolla.
Confirmed commissary limits and scheduling are:
- The weekly commissary spending limit is $125.
- Orders must be placed by Tuesday at 8:00 PM.
- Commissary deliveries are made on Saturdays.
Inmate account and commissary deposits are separate from bond payments.
Inmate Communication
HomeWAV provides telephone, video-calling, and digital communication services at Phelps County Jail. Inmates cannot receive incoming telephone calls.
Family members can create a HomeWAV account through HomeWAV.com or the lobby visitation monitors. Remote video and audio sessions cost $0.25 per minute, while video visits conducted through the jail’s lobby terminals are free.
